Moreno added the council is quite similar to the Sangguninag Kabataan (Youth Council) of every Village in the country.

The role of the planned Youth Council of the Red Cross Boracay is to lay down relevant programs which could be helpful to the youth.

Out of school youths are also included in the new program of the Philippine Red Cross.
